Board of Directors

The Board of Directors is responsible for administering the business and affairs of the corporation on a commercial basis taking into consideration government policy. The President and Chief Executive Officer reports to the Board of Directors and, subject to the Board's direction, is charged with the general direction, supervision and control of the business of the Corporation.

Andrew MacGillivray, Chairman of the Board of Directors

Andrew MacGillivary

Mr. MacGillivray is the retired President and CEO of Gay Lea Foods, a large Canadian dairy co-operative. He is an experienced board member who currently serves as the Chair of the Moosehead and Crosby Advisory Boards. Andrew is actively engaged in advising and supporting local businesses and community programs in the Saint John area. Prior to his 12 years with Gay Lea, Andrew held leadership roles with both private and public companies including Saputo, Agrifoods, Baxter Foods and Nestle. He is a graduate with a BBA from St. Francis Xavier University and an MBA from York University.

Don Bélanger

Don Bélanger

Don Bélanger is the former President of Pattison Sign Group (PSG), a division of the Jim Pattison Group and one of North America’s largest signage companies. During his tenure as President from 2006 until his retirement in 2023, he led the company through significant growth, operational transformation, and strategic expansion across Canada and the United States.

With more than 35 years of executive leadership experience in both the private and public sectors, Don is recognized for his strategic vision, operational leadership, governance experience, and ability to build high-performing organizations and leadership teams. Under his leadership, PSG evolved from a traditional signage manufacturer into a fully integrated provider of turnkey branding and digitally enabled solutions serving Fortune 500 clients across multiple industries.

Don successfully led the modernization of PSG’s operations, introduced new revenue streams, and directed several strategic acquisitions that strengthened the company’s North American presence and long-term growth platform. His leadership approach emphasized innovation, accountability, collaboration, customer experience, and environmental responsibility.

Prior to joining PSG, Don held senior leadership positions with the City of Edmundston, New Brunswick, including Chief Financial Officer and General Manager, where he also developed significant experience in the management of the municipality’s electric utility Edmundston Energy.

In 2012, he received the prestigious President’s Award from the Jim Pattison Group in recognition of exceptional organizational leadership and business performance.

Don has extensive board and community involvement experience and has served on numerous businesses, professional, and community organizations throughout his career. He has also been actively involved with organizations such as the International Sign Association and the Young Presidents’ Organization (YPO).

He holds a Bachelor of Computer Science from the Université de Moncton, a Certificate in Local Government Administration from Dalhousie University, and was awarded a Doctorate in Business Administration (honoris causa) by the Université de Moncton in 2017.

Alain Bossé

Alain Bosse

Mr. Bossé is the President and Chief Operating Officer of Groupe Savoie Inc. located in St-Quentin, NB. Mr. Bossé is in his 35th year with this very dynamic organization involved in the fabrication of value-added products and employing over 600 individuals in sawmills located in St-Quentin, Kedgwick, Moncton, and Westville, Nova Scotia. Throughout his career he served on many associations including: Enterprise Restigouche, Restigouche Community Business Development Corporation, Governor’s Council at Université de Moncton, Board Chair of Efficiency New Brunswick and the Economic Council of NB as Director and as President. He was nominated for the Alumnus of the Year in 2013 from the Faculty of Administration at the University of Moncton, Manager of the Year award in 1990 and Gilbert-Finn Manager Emeritus award in 2009. He is a director of Bégin & Bégin Inc., Institut de Recherche sur les Feuillus Nordiques, New Brunswick Forest, New Brunswick Business Council and Assomption Vie.

Helena Cain

Helena Cain

Helena Cain is an accomplished board member and senior executive with extensive experience across operations, sales, marketing, and corporate governance. She is widely recognized for her strategic insight, resilience, and ability to lead organizations through complex transformations while delivering on key operational and financial goals.

Based in New Brunswick, Helena retired in 2025 from BCE where she held many national executive roles including President, Business Markets – Bell Aliant, Vice President, National Sales – Bell Mobility, and prior to retirement she served as Bell Canada’s Vice President, National Mid-Market & Atlantic Enterprise Sales. She continues to support BCE in an advisory capacity as Senior Advisor, Business Development Atlantic Canada, providing strategic guidance and regional leadership. Helena was appointed to the NB Power Board of Directors in April 2026.

Helena’s leadership has been nationally recognized. She has been named one of Canada’s Top 40 Under 40, received Mount Allison University’s Grace Annie Lockhart Award for Trailblazing Alumnae, and been recognized as one of the Top 25 Most Powerful Women in Atlantic Canada.

Helena brings significant board experience, having served on various boards including Vice Chair of Invest New Brunswick, Chair of Junior Achievement’s Board of Governors, Vice Chair of the Saint John Regional Hospital Foundation, Director of Canadian Women in Communications, and Director of the Atlantic Chamber of Commerce.

Committed to governance excellence, Helena is completing her ICD.D designation through the Rotman Director Education Program and is a member of Women Get On Board.

She resides in Quispamsis with her husband Larry and their dog Becca and is the proud mother of two amazing grown children, Maddy and Stone.

Chantal Cormier

Chantal Cormier

Ms. Cormier is the President and CEO of McCram Inc. with over 25 years of operational experience. She is the owner/operator of six restaurants that employ over 400 employees in Moncton, Riverview and Sussex, New Brunswick. Ms. Cormier has served on local and Canadian Boards, and is currently a Board member of Fondation CHU Dumont. She has also served as Vice Chair, McDonald’s National business forum where she represented all of Atlantic Canada’s franchisees, Director of the Ronald McDonald House Charities Canada, President of Ronald McDonald House Charities PJ Walk for Kids Moncton, Secretary and Executive Director of the Moncton Ringette Association, Vice Chair of the Boys and Girls Club and Board member of Accueil Sainte Famille Tracadie-Sheila. Ms. Cormier holds a Bachelor in Business Administration with a major in Human Resources and minor in Marketing as well as a Masters in Business Administration from the Université de Moncton.

Gitane De Silva, ICD.D

Gitane De Silva

Gitane is the Founder and President of the consulting firm, GDStrategic. She is a respected public policy and regulatory leader with over 20 years executive experience at the provincial, national, and international levels who is known for her expertise in the areas of Canada-U.S. relations, energy, environment, trade and infrastructure. Past roles include CEO of the Canada Energy Regulator, Alberta’s Deputy Minister of International and Intergovernmental Relations, Alberta’s Senior Representative to the United States and Canada’s Consul General in Chicago. She is a member of the Board of Directors of the Public Policy Forum and of the Advisory Council of the New North America Initiative at the University of Calgary. Gitane holds a Bachelor of Arts (International Relations) from the University of British Columbia and the ICD.D designation (Institute of Corporate Directors). She is a past recipient of The International Alliance for Women World of Difference Award.

Paul McCoy, P. E.

Paul McCoy

Mr. McCoy provides consulting services through McCoy Energy Consulting LLC. He co-founded Trans-Elect, an independent transmission company in 1999, and was the company’s president. Prior to Trans-Elect, he had spent his career at Commonwealth Edison lastly as Senior Vice President, and President of ComEd’s Transmission Group. Mr. McCoy has held numerous leadership positions in major transmission industry organizations and has significant experience working with state and federal utility regulators in the United States. He is a member of the Wanger Institute of Sustainable Energy Resources (WISER) and the Electrical and Computer Engineering Department's Board of Advisors at the Illinois Institute of Technology (IIT). He is also the Chair of the Board of Directors at De La Salle Institute in Chicago. He has a Bachelor of Science degree in Electrical Engineering from IIT.

Scott Northard, P.E.

Scott Northard

Mr. Northard is President of Due North Energy Consulting, LLC, which provides consulting services to energy and other technology-related businesses. Mr. Northard retired in 2018 as Fleet Vice President, Nuclear with Xcel Energy Nuclear Generation Department in Minneapolis, Minnesota. Over the course of his more than 40 years in the utility industry, Mr. Northard held positions including Site Vice President, Vice President – Nuclear Operations, Regulatory Affairs Manager, Nuclear Safety Assurance Manager and various roles in finance, human resources, materials management and project management. Mr. Northard holds a Bachelor of Science degree in Nuclear Engineering from the University of Wisconsin-Madison. He completed the INPO Senior Nuclear Plant Manager course and is a graduate of NMC Nuclear Management Development Program at the University of Minnesota – Carlson School of Management and the Executive Development Program at Northwestern University – Kellogg School of Management. Mr. Northard is a Registered Professional Engineer and a former licensed Senior Reactor Operator.

Patrick Oland

Patrick Oland

Mr. Oland is the Chief Financial Officer of Moosehead, Canada’s oldest independent brewery located in Saint John, NB. He is a Chartered Professional Accountant (CPA) with over 30 years of experience working in financial and commercial roles. He has a Bachelor of Commerce from Dalhousie University and an MBA from INSEAD. He is currently the board chair of the Canadian Manufacturers and Exporters Association. Previously he served as chair of the Saint John Regional Hospital Foundation and Touchstone Community School, as well as director of the Saint John Development Corporation.

Michelyne Paulin

Michelyne Paulin

A graduate of the Université de Moncton with a Bachelor of Business Administration in Finance and Accounting, Michelyne Paulin is a Chartered Professional Accountant (CPA) with over 40 years of business and economic development experience in the private and public sector. She has held leadership roles at Atlantic Canada Opportunities Agency and the Department of Foreign Affairs and International Trade. Ms. Paulin has served as Chairperson of the Board of Vitalité Health Network, as Executive committee member of the Board of Governor of the Université de Moncton, as president of their Alumni Association, as well as several economic development boards and commissions. She currently serves on the Centre Hospitalier Universitaire Georges L. Dumont Foundation Board. She is actively engaged in obtaining the Institute of Corporate Directors professional designation.

Wayne Power

Wayne Power

Wayne Power is a retired senior executive from J.D. Irving, Limited, after a 17-year career, during which he was Vice President responsible for Business Development and Strategy, Vice President of the Construction and Equipment Division and Group Vice President of the Transportation and Logistics Division. Prior to joining J.D. Irving, Limited., Mr. Power worked for Owens Corning Corporation, a Fortune 500 building materials company. During his career at Owens Corning, Mr. Power gained broad business and leadership experience working in multiple executive roles in both the U.S. and Canada including manufacturing leadership, Director of Global Logistics, General Manager of the Acoustics Business and President of two Owens Corning companies. Most recently, Mr. Power held the role of Chair of the Energy Secretariat for the Province of New Brunswick, focused on the key energy files. He has served as Chairman of the Saint John Airport Board of Directors, as a member of the Board of Directors of the Atlantica Center for Energy and currently serves as a member of the Advisory Board of the Imperial Manufacturing Group and the Board of Directors of the New Brunswick Museum. Born and raised in New Brunswick, Mr. Power earned a BSc. Electrical Engineering from the University of New Brunswick, an MBA from City University and is a member of the Institute of Corporate Directors.

Kevin Scott, P.Eng., ICD.D

Kevin Scott is a retired senior executive with more than 30 years of international energy experience. Kevin was a member of the senior leadership team at Irving Oil for more than a decade with roles of Chief Refining & Supply Officer and Chief Human Resources Officer.

Kevin has board experience as Vice Chair at the Saint John Airport, as well as serving as a Board member of Technik Science, and an Advisory Board member at Moosehead Breweries. Kevin has also worked as a volunteer board member with a number of local economic development, theatre, and youth sports organizations. He is a professional engineer in New Brunswick and completed the Institute of Corporate Directors education program earning the designation of ICD.D. Kevin holds a Bachelor of Science in Chemical Engineering from the University of New Brunswick.

Lori Clark- President and CEO

Lori Clark

Lori was appointed President and Chief Executive Officer on March 20, 2023, after serving as acting president and CEO since July 4, 2022. Most recently, Lori served as the Senior Vice President, Operations and led the teams responsible for safe and reliable generation (conventional), transmission and distribution of power across the province. Ms. Clark was also accountable for the employees who serve our customers everyday and those focused on modernizing the New Brunswick power grid.

Lori began her career with NB Power in 1990. Since that time, she has held positions of increasing responsibility including Controller, Managing Director of Finance, Executive Director of Regulatory Affairs and Vice President, Regulatory Affairs and Strategic Initiatives. Lori has extensive experience with the utility’s rate application process, appearing as a witness for NB Power at several rate hearings.

Lori holds a Bachelor of Business Administration from the University of New Brunswick and is a Chartered Professional Accountant. Lori has also studied Nuclear Reactor Technology at the Massachusetts Institute of Technology (MIT) and Leadership at the Wharton School of Business.
